California prices are not that far from the national average:

100 watts per year at average California prices is 
about $83 bucks, and that ASSUMES it draws 100
watts 24/7/365, which is not a valid assumption.  

CPUs do not take 80 watts to run unless they are
very busy.  35 watts is typical in the idle state
(which is where the cpu spends the overwhelmingly
vast majority of the time).

Therefore, you've double the costs figures to prove your point
with no documentation to back it up.
