It's a setup option, not a compile-time option.

UseMPEG2Dec

Use libmpeg2 for decoding

If enabled, libmpeg2 will be used instead of ffmpeg for decoding MPEG-1 
and MPEG-2 video frames.  This can be faster.
WARNING: Enabling this option will disable XvMC video output.
