How very strange.

My /etc/localtime was a copy of /usr/share/zoneinfo/GB, even the
checksums where the same, but by linking it to /etc/localtime and
restarting (as you suggested) the problem has gone away. Making me
very happy, and about to add +100 to the WAF.

Thank you very much for finding this problem.
Why it does that I can't even begin to imagine.
