You can't adjust the recording quality of DVB-T cards. They just take
the MPEG-2 broadcast stream and dump it to disk. So no matter how much
you play with recording profiles with these cards it makes no
difference. So if you're having playback issues, perhaps the files are
being transcoded without you knowing it into a low quality format? Or
maybe there is something srange about your video settings that's
affecting playback. I recently used the nvidia-settings utility to add
some "life" to my playback because the colours etc were very flat up
until then.

As for which video out to use, I don't know but I would guess that T
Vout is the worst of those 3, with DVI & VBA being similar to each
other.
