Do a "pundit-r" search in the archives of this list and you will find 
lots info about the tv-out not working. ATI drivers don't support the 
chipset and the opensource driver doesn't have tv-out. The Gatos project 
got merged in the xorg cvs tree and that is your best bet to get it going.
