Take a look at the email I sent to the dev list:

Subject: Massively distributed commercial flagging?

The basic idea if you will never know the exact frames, but if the
"hints" contained high/avg/low water marks as a _percentage_ (so its
relative) from the beginning of the recording, they should be pretty
close. 

Then the commercial flagger can just skip to the vicinity and start
processing from there. If all worked out, it would only have to process
a couple minutes of the recoding in total.
