I seem to recall this (or something very similar to it) being the
problem I had until I burned the Xebian ISO onto a DVD-R.  Once burned
onto that media it worked fine.  Even if it is a Samsung drive (and
should be able to read a CD-RW), I would still try a DVD-R, to be
sure.  If you don't have a DVD burner, I'm sure someone here (me, for
instance) would be happy to mail a burned DVD-R with Xebian on it to
you... although of course physically mailing it would take a bit of
time.
