While using a digital box, or a set top box they own, this could be
done with software configuration, when using just normal cable you
have to elimate stations, and to do that individually is fairly
complicated if you wanted only to allow some stations gone and others
to go through

I worked on a project in which my building wanted cable, combined with
an internal tv stations so that certian channels were available to
broadcast on, and we had a specifiic request of using channels 2 and
3. it takes a very expensive peice of equipment to cleanly remove
channels at the begining of a range leaving all the upper registers
uninterupted, (to remove 2 channels we had to buy a powered channel
elimation filter for about 2k) to scrub those channels off, while its
far cheaper to wipe a range from lets say channel 25 on up to infinity
is easy, but elimating every channel but 24 and 45 and 62 is extremely
complicated, and expensive,

Companies arrange thier packages so the low cost packages are under a
certian channel amount and others are in other etc, a channel
elimation filter looks like a bullet so normally they had 3 levels to
filter you basic which is like 10-15 channels, then another filter to
let you get standard cable elimates everything over say channel 70 or
so, then just complete tap. so to break the channels apart wouldnt be
anywhere near cost effective for them, its cheaper to just let you
have all the channels
