Are you using an older PVR-250?  I had this same problem with both my 
older cards (but not my newer one).  My solution was to use the msp3400 
module from the ivtv source instead of the one distributed with 
video4linux. 

Since it look like you're using Axel's RPMs, he's already done the work 
for you.  Look in your 
/lib/modules/{kernel_version}/updates/drivers/video/media dir.  You 
should see msp3400.o and msp3400-ivtv.o.  Back up the msp3400.o (that's 
the v4l one), and replace it with the msp3400-ivtv.o one.  Power off for 
30 seconds, reboot and see what happens.  Works For Me (tm).
