 From the directory where you are compiling mythtv:

qmake mythtv.pro
make
make install

Then go and compile your plugins.

I'm assuming because you are compiling from CVS that you are following 
these instructions: http://mythtv.org/docs/mythtv-HOWTO-5.html ?  Read 
section 5.5 closer.
