I don't think that is crazy - I assumed the same.
The card itself is configured to do NTSC or ATSC
or whatever, it makes no sense to direct NTSC
config to an ATSC-only device.  I also expected
the ATSC config on the channel to restrict the
available devices to those compatible.

In retrospect, I can see that if one has multiple
tuners connected to multiple fixed antennas, lineups
would solve this different problem, and I see that
lineups *can* solve our original problem as well.
Users with only one antenna would never guess at
the lineup solution, though. Or at least I didn't.
