It already exists.  Stefan and Mike Sherman have worked (what I gather from the posts) on a patch to play Shoutcast urls.

Basic steps to use:
1. Download the mythstream patch: http://stealthboy.dyndns.org/~msherman/musicstream.020804.patch.tar.gz
2. Untar and apply to mythmusic source
3. Compile mythmusic and install as usual
4. Add shoutcast stations by:
   * Downloading the m3u file from the shoutcast website to your machine.  Open it and make note of the url 
   * Insert a new record into mythconverg.musicmetadata: Artist, item and title can be whatever you like.  length can be any number (I used 1000).  For filename, take the url from the m3u and replace "http:" with "shoutcast:"
    For instance, if the url from the m3u was "http://127.0.0.1:80/stream/1006", filename in the musicmetadata table should be "shoutcast://127.0.01:80/stream/1006"

These are just rough instructions - if you get stuck, let me know.

Not sure if this will be integrated into the next Myth release or not.
