Well, it gives you a secondary IP on the box, but your primary, routable one 
still changes... But I can do that with a subinterface. eth0 as dhcp, eth0:0 
as static, no need for the dummy interface. However, I keep all my boxes 
behind a dedicated firewall, so it isn't an issue for me.

For a Red Hat system, yes. There are similar facilities for other distros, but 
in slightly different locations.
