I believe that's not odd. If you have a power amplifier
(I mean, _POWER_) connected and turned on, and by chance
the volume is high on both the amplifier and the soundcard,
you could break your ears, the speakers, or both (as well
as disturbing people in the middle of the night).

Starting with a zero volume is a safe behaviour.
However,

what I find odd is that one has to mess with scripts for issuing
an alsactl restore at startup... as ALSA is becoming the de-facto
standard... there will be millions of linuxers making
"my system has no audio" complaints and bugreports... 
so... are we sure that there is no predefined method in ALSA
for doing that?
