I have a similar problem.  I have both a bttv card and a PVR250.  The latter
is oversaturated and the volume is too low across the board.  I've since
re-installed (and thus am facing the problem again), but before I think I
had used the PVR250 utility test_ioctl to adjust the saturation down.  If I
had the reverse problem, I maybe would use Myth to adjust the bttv card and
test_ioctl to compensate for the impact of these adjustments on the PVR250.

What do people think of that approach?  I would then make note of the values
I selected and stuff a test_ioctl command into rc.init or some such place.
