I believe that knoppmyth is based on debian, if so you should have a
file /etc/modules (you'll also have /etc/modules.conf)

add the line saa7127 output_enable=1 output_type=1

Here's what mine looks like:

As far as getting the tv-out to work, you should follow one of the many
howto's on that.
