Use any of the CPAN mirrors ( http://www.cpan.org/SITES.html ).  I.e. 
dependencies are grouped together and available at:

ftp://ftp.ibiblio.org/pub/languages/perl/CPAN/authors/id/E/ED/EDAVIS/

or you can use CPAN's search ( http://search.cpan.org/ ) to find the 
"authoritative" location of each (although using version numbers that 
differ from than those in Ed's directory may cause problems with XMLTV).

The current version of XMLTV (0.5.34) can be downloaded from SourceForge 
(or you can go with 0.5.33 in the CPAN archives).  Since SF doesn't like 
users bypassing its load-balancing system, you "can't" get a direct link 
(you can if you get a subscription to SF).  However, you could get the 
"nightly snapshot tarball" from http://snapshot.xmltv.org/ .

Good luck getting the installation order of the 18 dependencies correct...
