Hmm, you convert 4500/6000 pvr250 mpeg2 files to VCD format, that's half
resolution and 1800 bandwidth. And you see only 40% degradation in
quality? Your TV has to be crap :-)

VCD is that much worse than the recorded format, I would try SVCD if
your DVD reads those, they are nearly full res (only horizontal res is
lower, but you wont see it on a TV) and about 2200 to 2500kbit/s. On
most TV's you won't see the difference.
