Hmm, could you please explain the difference?

Encoding would be from video to digital (hdd) or the other way around?

The 1.33GHz Athlon should be enough for your needs.  Keep in mind that the 
PVR-250 has only onboard encoding, unless you get the PVR-350, which has 
both onboard encoding/decoding.
