Off coarse, on supported systems, it does. Lot's of people use it. Though
most of the processors which able to scale their frequency are only
available for laptops.

I'm currently compiling a kernel with cpufreq support for my EPIA-800,
running a remote frontend. To be used in concurrency with the cpudyn
deamon. Which simply switches to lowest freq when the system is idle.
