In my experience:

Learning:  Rarely if ever works.
Reception:  Rarely if ever works.
Transmit:  Works if you have a predefined remote and the receiving device isn't
too picky.  My Dell I8200 can control my Sharp VCR, but can't control my Rowa
DVD-3610 DVD player.

Note that this is with lirc_sir - Supposedly the SMC IrCC chips support CIR, but
I haven't seen Linux support implemented for that yet.
