What sort of tuner card are you using?  I presume you are actually 
receiving TV in NTSC?
Double check your config and make sure you haven't told Myth to do PAL 
anywhere (maybe Myth thinks it's doing PAL and for some reason your 
capture card is trying to be smart and doing NTSC instead).
