Well I had a spare harddrive so I downloaded fedora and followed Jarod's 
guide.  I also updated to firmware 22037 and added   kerneldeint,denoise3d to 
the filter list the problem is reduced but still is there.

Adjusting my capture rate to full size actually made the problem worse.

On the plus side test_ioctl -set-codec-params=dnr_mode=0,dnr_temporal=0   now 
works.  Attached is the output of test_ioctl-a
