I really need to start making the module authors put contact info into
the modules..

wish I could help here, but I don't know a thing about dvd encoding in
linux.

Well, mainly because there would be nothing to gain.  a blank CD costs
0-5 cents, a blank dvd costs $.75-1...  DVD holds more/better
information, but if your source isn't particularly good quality (esp. if
your source is just an svcd), why waste the money?

As for burning an svcd data structure onto a dvd, that works for some
players, but is not guaranteed to work (and probably won't) in most
players.
