I have one of these as well.  The IR Port on the back of the box is for 
the VCR Commander.  It is IR out to set your VCR to record from your 
cable box and as such will not change channels.  You will still need an 
IR Blaster of some kind.  Your 2 options are build one from the diagrams 
at LIRC.org or buy a commercial IR Blaster.  A lot of people are using 
the Actisys 200L, but there appear to be issues with the IR frequency 
being hard coded in lirc at 38000 and the SA3100 is 57000.   Dont know 
if this applies to the 3250.  Also there isn't a 3250 config file in the 
lirc config files.  I posted this question a few weeks ago but heard 
nothing back.  Personally I would prefer to use a commercial IR blaster 
because I dont do schematics.

Please post back if you find a commercial IR Blaster that works with the 
3250 ( I will do the same) or if you build one from scratch and get it 
work...
