Have you looked at the 'crop' filter?  It won't add the black bars 
(that's done at playback time), but it can crop any bars that the 
broadcaster adds (if you know the size).

Unfortunately, the recording filters are per-channel, so you'd have to 
want that behavior for all shows on a channel.
