With one cable box, no, only one card should have the digital channels 
assigned, because your cable box can only output one channel at a time.

If the input is in use, Myth knows it is in use, and won't try to change to 
it.

Judging from your last sentence, I think you may have some confusion as to how 
the cabling would work... You should have a splitter that breaks the signal 
up into 3 distinct coax connections. One goes to the cable box, one to the 
tuner input of each of your cards. The cable box then feeds the SVid or 
composite input on one of the cards. The only time anything flows through the 
cable box is when you're recording or watching a digital-only channel. The 
two tuner inputs don't give a rip about the cable box.
