The photo clearly shows a fan...  So that kinda makes 'fanless' impossible.
I concede that a soundlevel of 14 dBA might theoretically be possible however 
highly improbable. I looked at the spec sheets of Papst fans (widely regarded 
as one of the worlds' most silent fans) and indeed, some of their ultra 
low-rpm fans are in the range 12dBA-22dBA. But this still leaves two 
problems: will a 1500rpm fan provide enough cooling, and how much extra noise 
is produced by the airflow-inhibiting parts of the PSU itself.  In my mind, 
that makes the Ahanix claims somewhat less-than-believable (but possible).
