Who is stopping you from making a wiki?

No one.

Who's permission do you need to start a wiki?

No one's.

So, if having a wiki is your particular "itch", then scratch it.  Make a 
wiki.  Put the address in your .signature.  Answer every question you 
see on the mythtv mailing list with, "If you had read the wiki..."

It's not like there aren't plenty of external links in the docs now. 
Who knows?  Maybe of all the people that have said they wanted wikis and 
were going to start one, _yours_ will actually happen ang get a critical 
mass.
