There wouldn't be any value to this, no.  AFAIK the 2200+ and 2000+ are the same processor family so underclocking a 2200+ would just mean you overpaid by $6 for a 2000+.

Different chip *families*, though, can run cooler and hotter... for example, you would probably get a cooler CPU in the 2500+ vs. the 2600+ than the mere "100" difference in their model numbers would suggest, since a) the 2500+ is running more than 100mhz slower than the 2600+, and b) it's supposedly also running more efficiently.
