You need to search the list for messages relating to DVB.  What you should find is that support is experimental, but working quite reasonably if you are prepared to put some effort into it.

Basically you need the latest CVS, and then the latest patch from Kenneth (the main man at the moment making DVB happen).  

Search also for the HOWTO guides which were published recently to the list.  These should walk you through the basics (sorry, haven't got a reference to the url on me)

Quality is very good.  Basically you are getting 720x576 broadcasts (16:9 anamorphic) at about 2.3Gb/hour.  If you have decent reception then this is going to be pretty much bit-perfect what the broadcasters sent out.  So basically you have something which is a good fraction of DVD quality.  CPU requirements to record are minimal
