You'd need to provide more details on "can't get it to work" since I
have a very similar system and using Jarod's instructions and the at
RPM's it all works.

Your compile problem is caused by not having a config file in place - if
you have installed the kernel source rpm (check with 'rpm -q
kernel-source') then you need to look in the /usr/src/linux-2.4/configs
directory and copy the appropriate config file there to
/usr/src/linux-2.4/.config

before you attempt to compile lirc.
