Hmm.  You've tried restarting apache, I presume?  I've noticed (at least
for login shells) you need to logout and log in again to get group
additions to work.

There are a variety of security options for PHP, and something that
causes this might be enabled by default in Gentoo.  On my Debian system,
there's an /etc/php4/apache/php.ini file that contains the PHP
configuration.
