Er, well, this *might* help.  I made a tiny stylesheet that I sometimes
apply when viewing "printer-friendly" versions of articles on the web. 
It restricts the width to 70 chars (well, technically, I think it's "70
times the height of the character 'x'")

  BODY { width: 70ex; margin: 0px auto; }

So, I think you could just use the "width: 70ex;" part (though that will
probably expand anything that is smaller... bah)

This is one of by biggest peeves about web design, though I suppose it's
actually a fairly hard problem to address appropriately for everyone.
