Modelines won't affect the overscan, since that's done at a lower
level by the hardware.  Nvtv works on Nvidia cards only.
Not sure how you get the voodoo3 tv-out working, but if it's through
something like the i2c BT869 driver, you could almost certainly modify
it to customize the BT869's configuration and adjust the overscan
compensation (although a quick glance at the datasheet indicates that
it's non-trivial and will probably involve a lot of fiddling)
