These versions look OK. Don't know why apt is not doing the right
thing. Try installing first qt-MySQL with

apt-get install qt-MySQL=1:3.1.1-6

Before doing *anything* with rpm/apt do

rm -f /var/lib/rpm/__*
LD_ASSUME_KERNEL=2.2.5 rpm --rebuilddb

You have been hit by the (seldom but ugly) rpm locking bug
