No.

If you have a split system (ie, two or more), the backend is doing
the encoding.  The frontend is doing the displaying.

Storage - simple answer is yes, the backend does storage.  The more
complex answer with things like NFS, etc, is that no, the physical
storage doesn't necessarily have to be local to the backend.

XMLTV - simple answer is yes, the master backend does XMLTV.

I'd recommend reading the HOWTO and running the system for a while. 
Then you'll understand the flexibility that MythTV will give you with
respect to storage / encoding / etc.
