Just as a note: This (setting to 31)fixed it for me as well.  No issues with
sync after seek either it appears.

I've checked this in with it set at 31..  Looks like changing the bitrate 
affects how it interleaves audio and video in the .mpg file, then.

I'm not seeing this here -- sync looks good right after a seek.  Sure it 
didn't start with the buffering changes that went in last night, instead?
