        Thanks for the link, but that document says nothing about TCP
and only mentions IP in reference to out-of-band transmissions.  It
says video and audio (plus other information) use the MPEG-2 Transport
Stream protocol (ISO/IEC 13818-1).

        Looks like it's because of scrambling+encryption.
