I installed ivtv on fedora as well, I never used any rpm's though, I 
would recommend going to ivtv's sourceforge project page and get the 
very new 0.13 release, it's been very stable for me and actually appears 
to have solved a few problems that I was having as well.

And the firmware is pretty easy to find on hauppauge's website, right here
http://www.hauppauge.com/html/sw_pvr_250.htm#driver

You only need to get the .exe and then use the tools provided by ivtv.
