Suggest that you take it to the linuxtv-dvb list.  You will get a higher response ratio, and obviously a load of developers who wrote the drivers!

Sorry, have no suggestions.  What you described sounds correct though.  2.6 does have quite a reasonable set of DVB drivers built in, and the remaining uncommited patches can be found in a dir on the linuxtv-dvb drivers site (check the mailing list, this is a fairly well discussed topic)
