If you have DirecTV, my own choice would probably be 720x480 at 3500/5000 for
stuff where I value quality over size, and 352x480 at 2500/3500 for stuff
where I value size over quality. This is a purely subjective guess based on
my own preferences and past experience with capturing from DirecTV to VCD
"back in the day." :)
DirecTV falls at the upper end of image quality for most channels. Even though
it's still technically less than 352, capturing to 720 may give subjectively
preferred results. I'd personally use 352x480 for most everything, and
720x480 at a slightly higher bitrate for special events. But I may be weird.
