[mythtv-users] Question: Adding QT to $PATH

Using RedHat 9
 
I understand in order to compile Myth I will need to have QT dir: ("You should see a value like /usr/lib/qt3 for QTDIR and /usr/lib/qt3/bin should be in $PATH").
 
First off , do I need to add the QT directory for mythtv user or for root?
 
If I need this for root or as a global enviornment do I edit root bash_profile or something else?
I tried set path (tcsh) and when I rebooted, it was gone.
