It's interesting you say this, since there was a small debate on the -dev
list about the right label for that slider. In a patch I was suggesting
which expanded the mp3 options, I wanted to call it various things of
which I've currently settled on "Performance", since that slider adjusts
how much CPU load is traded for quality. 

Bitrate is currently fixed to a ratio of 11:1 (roughly 128kbit at 44k1).
If my patch is (finished and) accepted, then you'll be able to explicitly
set bitrate.
