Have you set a region on this drive?  Most DVD drives (someone correct me 
if I'm wrong) require you to set the region the first time you use it (and 
many allow you to change the region 5 times or so before locking it for 
good).  So if you don't have a region set and you're trying to view a 
region-locked DVD disc, you'll get errors.

You can also flash many drives with hacked region-free firmware, but I 
wouldn't do that until you've ascertained that the region locking is the 
problem (by setting a region and seeing if it solves your problem).

Do you by any chance have a data DVD-ROM you can use to check that the 
drive is working fine on non-encrypted/region-locked discs?  If you can 
read regular data off of a DVD-ROM, then likely it's not a hardware 
problem.
