[mythtv-theming] Set Recording Priorities screen has been removed

FYI Themers,

I removed the Set Recording Priorities screen a couple months ago.
Today, I removed some remaining theme elements that I'd overlooked
before.  If you have any references to TV_RECPRIORITIES in your
themes, you should either remove them or change them to reference
TV_RECORDING_RULES.
