raise minimum libcec version from 1.5 to 1.7
Fixes https://bugs.launchpad.net/mythbuntu/+bug/1000771
This is the required fix of libcec
https://github.com/Pulse-Eight/libcec/commit/5806561ef938c6201adf4dccb3f80cebb1aa215b
That fix made it into 1.6.3 but we can't easily test for that.

unbreak version tests in configure script
We do not run the test programs, so the compiler must error out.
