mythfilerecorder: Add a '--data-rate' argument.  mythfilerecorder does not decode the data at all, so it needs to be told how quickly to supply it, to simulate reading from an actual capture device.

ExternalStreamHandler::StartStreaming: The test to see if a 'replay' buffer needs flushed, should be outside of the StreamingCount() loop.
