remove unused code that will cause a recursion if accidently called
A left over from the PESPacket vs. PSIPTable refactoring makes msvc emit this warning
warning C4717: 'PSIPTable::PSIPTable' : recursive on all control paths, function will cause runtime stack overflow

Caught by David Blain's work on native (aka using the system compiler) Windows support.
