Revert "Fixes #10870. Fixes StreamHandler Start()/Stop() race."
Unfortunately this causes deadlocks in the DVBStreamHandler code.

This reverts commit 1b5864ddcf6d37a5801e2ceccfd1ed9ba6886f35.
